feat: add global Claude Code instructions
Tracks ~/.claude/CLAUDE.md in the repo under claude/CLAUDE.md. The original is replaced by a symlink back to this file. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
